You might get acceptable performance on 2012, however I fear that you might achieve 30 to 20 fps on medium graphical settings in 2016.

i can run 2016 and 12 on my other pc (i3 2130, Intel HD Graphics, 4GB RAM, 225GB+225GB HDD)

When it comes to 2012 it will most likely work. 2012 can run on any kind of potato.
But 2016? I think your PC may be a bit too weak to see it running well. Looking at footage online, that Celeron can barely manage a 10fps average in CS:GO.
